MANILA, Philippines—The United Nations has been asked by a senator to pressure and "seriously" hold the Philippine government accountable for the deaths of more than 50 people in Maguindanao province.

Senator Loren Legarda made this request in a letter dated November 26, 2009 to Navanethem Pillay, high commissioner for the office of UN human rights based in Geneva, Switzerland.

"As a United Nation's office mandated to promote and protect human rights, may I request you to take this matter up with your constituency of nations in order to put pressure and to seriously hold the government of the Republic of the Philippines accountable for immediate justice to the victims of the massacre as well as to mete out punishment to the perpetrators of this heinous crime," Legarda said in the letter.

"Whatever the motive is behind the massacre, we condemn this brutal and barbaric acts, all the more that it was committed against the most vulnerable sector of society, women, some of whom were reportedly raped before being executed," it further said.

Legarda, a former broadcast journalist, said she would provide financial assistance to members of the media who were among those killed in Maguindanao.

Senator Panfilo "Ping" Lacson said the government can only redeem itself by putting the perpetrators and their masterminds in jail forever.

Rounding up the Top 5 Sexiest in the Philippines this year is Iwa Moto with 220,945 votes.

Fort Pierre Voters Say Yes to Rural Water

Voters in Fort Pierre yesterday backed the city council’s September decision to purchase water from the West River/Lyman Jones Rural Water System. Of the ballots cast yesterday, unofficial numbers show that 351 voted to approve Fort Pierre’s plan to pair with the rural water system and 210 voted against. Mayor Sam Tidball, who cast the deciding vote to enter into the agreement with the rural water system when council members were split on the move in September, says he is pleased with the turnout of city residents who visited the polls to cast their ballots Tuesday. He says the approval of the water agreement gives him a good feeling about how most people really feel on the issue. The purchase agreement between the city and West River/Lyman Jones would be for three years and means a change in water rates for Fort Pierre water users. Tidball says the date for the switchover from well water to rural water is still yet to be determined, as West River/Lyman Jones first has to add a new meter and new electronic valve to its system. The results of Tuesday’s election will be canvassed tonight at a special council meeting at the Stanley County Courthouse.





Campbell County Prosecutor to Decide Possible Charges Against Walworth County Sheriff’s Deputy

The Walworth County States Attorney says a neighboring states attorney will likely determine whether charges will be pursued against a former Walworth County Sheriff’s Deputy. Christopher Jansen says Campbell County States Attorney Mark Kroontje will take the case of former Walworth County Sheriff’s Deputy J.J. Paul, who was fired earlier this month after just a month on the job. Walworth County Sheriff Duane Mohr says Paul was let go for allegations that he stole funds out of the safe in the Sheriff’s Office. When law enforcers in rural areas are accused of crimes, the Division of Criminal Investigation looks into the cases. Jansen says the DCI has yet to issue a report on the allegations. Before serving in Walworth County, Paul was employed as a deputy with Pennington County. He had started working for Walworth County on October 1 and was fired November 6.



Pacquiao stops Cotto in 12

In an amazing, violent fight, Manny Pacquiao (49-3-2, 37 KOs) stopped WBO welterweight champion Miguel Cotto (34-1, 27 KOs) in round twelve to win another world title in an unprecedented seventh weight division on Saturday night at the MGM Grand Garden Arena in Las Vegas. Both fighters were on the attack from the opening bell. Pacman dropped Cotto with a right hook in round three. Cotto dominated round four, but was dropped by a left uppercut at the end of the round. Cotto fought courageously but was rocked again in the sixth by Pacman’s hurtful shots coming in from all angles. Cotto began to box from the outside in the seventh with some success. However, Pacquiao continued to stalk him and break him down. Cotto was in survival mode down the stretch. Referee Kenny Bayless finally waved in off in round twelve. Time was :55.

Why boxing world will be urging on the Pacman against Cotto

Miguel Cotto may be loved by his loyal fans in Puerto Rico but the rest of the boxing world will be hoping Manny Pacquiao knocks him out in Saturday’s welterweight title bout to keep the Filipino on course for next year’s super-fight against Floyd Mayweather Jr.

American Mayweather did his bit by coming out of retirement and oozing class against Juan Manuel Marquez in September and now, as he rests up and has so far avoided the temptation to fight Shane Mosley, we can expect Mayweather-Pacquiao negotiations to begin soon – providing the Pac Man wins on Saturday.

Pacquiao’s legion of fans are confident he will beat Cotto, the bookmakers are confident and his revered trainer Freddy Roach approved the fight meaning he must be confident, but there is a nagging doubt that all won’t go to plan and that is because Cotto is a classy fighter.

His only defeat came at the hands of disgraced Mexican Antonio Margarito, who was subsequently banned for fighting with illegal padding in his gloves, and he is a strong, fast and a natural welterweight.

However, since that fight he has had two mediocre contests.

Firstly he knocked out the hopelessly mis-matched Britain Michael Jennings in five rounds before claiming a hard fought split-decision against Ghanaian Josh Clottey in June.

But Pacquiao is a different beast. His ability to waltz through divisions and claiming world titles is borderline genius and, as with nearly all sports, there is no defence against speed, which he has in abundance.

Boxing needs a mega clash like Pacquiao v Mayweather and I think they will get it once Pacquiao knocks out Cotto in 10 rounds on Saturday.
